Dartmouth College ending Advanced Placement credit

CONCORD, N.H. High school students hoping to earn college credits through Advanced Placement exams soon will be out of luck at Dartmouth College, which has concluded the tests aren't as rigorous as its own classes.

The Ivy League school currently awards credit in some academic subjects for qualifying scores on Advanced Placement, International Baccalaureate and A-level exams. But after nearly a decade of discussion, faculty recently voted to end the practice starting with the class of 2018.

"The concern that we have is that increasingly, AP has been seen as equivalent to a college-level course, and it really isn't, in our opinion," said Hakan Tell, a classics professor and chairman of the college's Committee on Instruction.

Dartmouth's decision comes at a time of rapid growth for Advanced Placement. Some 2 million students took 3.7 million AP tests last spring, figures that have more than doubled in the last decade. In 2011, 18 percent of U.S. high school graduates passed at least one AP exams (by scoring at least a 3 on a scale of 1 to 5), up from 11 percent a decade ago.

But the program also has faced criticism that its growing popularity has resulted in watered down courses.

"Many high schools have made their AP courses little more than test prep," said Bob Schaeffer, of FairTest: National Center for Fair & Open Testing. "The common criticism is that they're a mile wide and a quarter-inch deep."

Dartmouth also still believes AP courses are useful in preparing students for college and will continue to use test scores to help place students in appropriate courses, Tell emphasized, and students who may have wanted to use AP credit to graduate early will have other options. But he pointed to an experiment undertaken by the college's psychology department as proof that AP courses often fall short.

Rather than award credit for an introductory course to incoming students who got the highest score on the AP test, the department gave those students a condensed version of the Dartmouth course's final exam. Ninety percent failed, Tell said. And when those students went on to take the introductory class, they performed no better than those who did not have the high AP test scores.

Suril Kantaria, president of the student body at the university in Hanover, N.H., called the change prudent given that high school AP classes are rarely as rigorous as Dartmouth courses.

Students with AP credits "often opt to graduate early instead of taking challenging upper level classes," he said. "This trend challenges the spirit of intellectual growth and discovery that pervades our institution."

But Kate Lyon, a 2005 graduate, said Dartmouth has made a terrible decision. Lyon, who double majored in history and psychology, estimates she saved her parents about $15,000 by using her AP credit to graduate in 11 terms instead of 12.

"Tuition costs at Dartmouth are rising every year and a decision like this seems to show very little regard for the fact that students struggle to pay for college," said Lyon, the oldest of four siblings. "I got just as much out of my Dartmouth experience as someone who took classes all four years, and I completed all the requirements of my degrees but it cost me less to do it."

Tuition, room, board and fees at Dartmouth for the current academic year amount to $58,000, but registrar Meredith Braz said students who want to shave off some of that time and expense still have other ways to graduate early, including taking four courses instead of three for some terms.

"This is not an effort to make it more difficult for students to graduate early," Tell said.

A spokeswoman for the College Board, which runs the AP program, declined to comment specifically on Dartmouth's decision because the college has not notified the company of its policy changes.

But Deborah Davis said the company's research indicates that most students who enroll in small, highly selective colleges use AP scores for placement, not to graduate early. But with the average time to complete a bachelor's degree increasing to six years at most colleges, she anticipates that AP exam scores will increasingly be used to provide credits.

Dartmouth officials weren't able to point to other colleges that have eliminated credit for AP exams, though some have tightened their policies over the years. Davis said each year, between 1 and 3 percent of colleges and universities change their policies, with a balance between those who allow more credit and those who allow less.

Policies vary at other Ivy League schools. At Princeton, AP tests scores can help students become eligible for "advanced standing," and earn credit equivalent up to a full year. But no more than five students have taken advantage of that option in recent years, a spokesman said, and there are no plans to change the policy.

Columbia plans to review its policies this year, but for now, allows students to earn up to 16 points through AP tests. But very few use that credit to graduate early, said Dean of Advising Monique Rinere. Similarly, Harvard College currently offers students the opportunity to use test scores to satisfy the language requirement and sometimes to place into higher level courses, but only a small fraction ultimately graduate early.

Suicide bomber kills 10 in Iraq: officials

KIRKUK, Iraq (Reuters) - A suicide bomber killed ten people in Iraq's Kirkuk on Wednesday after he detonated his explosive-packed truck outside a Kurdish party office in the city caught in a dispute between Baghdad and the country's autonomous Kurdistan, officials said.

Passersby and police helped carry bloodied wounded out of the rubble and wrecked vehicles after the huge blast tore through a commercial street in Kirkuk near the local headquarters of the Kurdistan Democratic Party or KDP.

"A suicide bomber driving a truck packed with explosives detonated the vehicles outside the KDP headquarters. It's a crowded area, dozens were killed and wounded, Police Brigadier Sarhat Qadir told Reuters.

Siddiq Omar, a local Kirkuk health official, said at least 10 people were killed and more than 100 were wounded.

Another two people died and 20 more were wounded in another bombing outside a rival political party office in Tuz Khurmato, 170 km (105 miles) north of the capital.

The attacks came before Iraq's Arab-led central government planned talks with officials from the Kurdistan enclave to ease tensions over disputed oilfields and areas like Kirkuk where they both claim jurisdiction.

GOP leaders suggest abolishing NC income tax - Charlotte Observer

RALEIGH Republican lawmakers outlined a proposal Wednesday to revamp the state?s tax system, offering a slew of reforms that would radically shift the tax burden in North Carolina.

The proposal would eliminate personal and corporate income taxes in exchange for higher state sales taxes levied against groceries, medical expenses and other currently tax-free services.

Senate leader Phil Berger said the moves are necessary to modernize the state?s tax code and kick-start a struggling economy. He pointed to the state?s tax rates, saying the current 6.9 percent corporate tax rate and 7.75 percent personal tax rate for the highest earners are among the highest in the region.

?It is important for us in terms of our competitive posture with other states,? the Republican from Eden told reporters. ?It is important for us in terms of making sure there is a fair allocation of the cost of government.?

But critics caution that the proposals represent a fundamental change in who pays the state?s tax burden, and economists said that low-income people would feel the brunt. ?For this particular proposal, the responsibility would shift from rich households and prosperous corporations to poor households and smaller businesses,? Dave Ribar, a professor at UNC Greensboro, concluded in his analysis of the proposal.

Questions of balance

The effort to overhaul the tax code is expected to consume the 2013 legislative session when it begins in two weeks. Republicans and Democrats agree the tax system needs to change, but who should pay what share of the tax burden remains hotly contested. A handful of legislative efforts in previous years to change the system all failed, but the GOP ? which took the supermajority in the legislature and the governor?s office ? is promising action this year.

But restructuring the tax system is a not-so-simple math problem that will force Republicans to raise taxes and fees on economic activities that people engage in every day. It would also involve eliminating well-established tax exemptions for special interest groups.

It costs roughly $12 billion to eliminate the corporate and personal income taxes and business franchise taxes, as the GOP proposes. The money accounts for more than half the state?s $20 billion annual budget.

Proposed tax hikes

To offset the cuts, Senate Republicans are considering:

??Eliminating all 318 existing tax breaks in the state?s tax code, which account for $9 billion in revenue. The breaks cover everything from motor vehicle taxes to prescription drugs and insulin to sales taxes paid by nonprofits.

??Generating $12.9 billion in new revenue by increasing the 6.75 percent combined sales tax rate levied in most of the state to an 8.05 percent combined state and local tax rate. Mecklenburg?s existing sales tax is half a penny higher.

The higher rate would apply to all goods and services ? including those currently exempt from taxes, such as lottery tickets, haircuts, dentist visits, housekeeping and lawyers? fees.

One major increase would be the sales tax on groceries. It currently sits at 2 percent but would increase to 8 percent.

Together, the sale tax changes would provide $12.9 billion.

??Levying a 1.05 percent tax on businesses, indexed to either net worth or gross receipts. Republicans are calling this a ?license fee? that would produce $4 billion.

??Increasing the tax on all commercial and residential real estate sales, from the current 0.2 percent rate to 1 percent, generating $400 million.

Senate Republican leaders cautioned that the proposals being considered are a ?concept? ? not a plan. And it would be implemented over the course of several years.

But it serves as a starting point for negotiations with House Republicans and Gov. Pat McCrory, both of whom support the effort but remain ambiguous on the details. A McCrory spokesman said the governor is still reviewing the proposals.

Even with the details still emerging, the criticism of the plan is mounting. The N.C. Budget Center, a liberal think tank, conducted a simulation analysis that suggested more than half of taxpayers, particularly the middle and lower class, would see their overall tax burden rise, while the most wealthy would get a significant cut.

?We think reform is needed,? said Alexandra Sirota, an analyst at the center. ?We know that eliminations of personal and corporate income tax would be devastating for North Carolina because it would eliminate key revenue sources and again shift the load to a majority while some get a tax break.?

Corporate benefits

Sen. Bob Rucho, a Charlotte Republican leading the tax overhaul, countered the argument by saying corporations would pass along savings to consumers if they paid lower taxes. Rucho compared North Carolina?s economy to a ?dying patient? to emphasize how tax changes are needed to lure new businesses and lower the burden on existing companies. He believes such moves would allow them to add more jobs and improve the state?s overall economic picture.

But he acknowledged there are no guarantees that businesses would lower the cost of their products or relocate to the state. The Republican proposals announced Wednesday also included no protections for low-income people who pay a larger proportion of their income towards sales tax.

?The expansion of the sales tax might increase the burden on low-income taxpayers, so finding a way to hold them harmless would be key,? said Roby Sawyers, an N.C. State University professor and expert on North Carolina?s tax system.

Another key is how such reforms will play politically, Sawyers said. He expects to see taxes reduced but the elimination of both the corporate and income tax may prove too difficult. ?The hard part is politically selling that to North Carolina citizens,? he said.

Rucho acknowledges lawmakers will need to convince the public that such reforms are necessary.

?I guess to get it through politically, people have to say we need to do it,? he said.

London Star Gillian Bevan on 25 Years of Musical Memories, from Follies to Billy Elliot

Gillian Bevan has spent 25 years on and off the West End, appearing largely in musicals (Follies, The Boys From Syracuse, Road Show), as well as three years in playwright/director Alan Ayckbourn?s Scarborough theater troupe in the north of England. For the past year, the spirited actress has been playing Mrs. Wilkinson, the crusty but caring dance teacher, in the hit musical Billy Elliot at London?s Victoria Palace Theatre. Broadway.com caught up with Bevan one recent afternoon to talk long-running musicals, Sondheim and more.

After more than a year in Billy Elliot, does the show feel like home?
It does. I finished Road Show at the Menier Chocolate Factory in September 2011 and started rehearsals for this the following Monday. After the initial contract, they asked us to stay on, and I thought I?d be stupid not to. I?m contracted until May now.

Billy will celebrate its eighth birthday in May. What has led to its longevity?
I think word has got out that it?s a great evening, and I?m not saying that just because I?m in it! The piece is a seamless event in that it is a brilliant polemic about the meaning of art in all our lives, but Lee [Hall, the writer] addresses that topic with great humor so that the show is not just for an elite. Then, of course, there?s Peter Darling?s choreography and Elton?s music, which has been brilliantly orchestrated by Martin Koch, and tying it all together is the genius of [director] Stephen Daldry.

Did you know the show before agreeing to be in it?
Yes, I?d seen it with Haydn [Gwynne] and then once I knew I?d be doing it, I came to see it again with Genevieve Lemon. But what I couldn?t have anticipated is the interesting and unusual relationship I would end up developing with these hugely talented kids. We have four Billys and three Michaels and three Debbies, which amounts to a lot of people who get to do these fantastic roles.

Is it hard saying goodbye to the young actors as they rotate out of the production?
Well, I was warned before I started: ?Don?t get too fond of the boys because they have to move on.? What?s astonishing at the moment is that all four of my Billys are absolutely tremendous, and I love them all. It?s like acting with a different Hamlet every night.

Are you by any chance related to the musical?s co-producer, Tim Bevan?
No, I wish I was, but I don?t know him at all. He?s rather handsome, isn?t he? [Laughs.]

Your producers are also co-producers of the film of Les Miserables, so they must be in a good mood.
In fact, Working Title had a special screening of the movie for us. There wasn?t a dry eye in the house.

Was the dance aspect of your Billy Elliot role daunting?
I don?t think I?ve danced to this extent on stage since I was in Follies all those years ago. They came to me and said, ?Darling, we want to give you a tutu for the end,? and I thought, ?Bloody hell!? I?m probably the fittest middle-aged woman on the West End.

It?s hard to believe a quarter-century has passed since you were in the original West End production of Follies?with Dolores Gray, Julia McKenzie, and Diana Rigg.
We just had a 25-year reunion at Joe Allen [the London restaurant] the other Sunday evening. Bless [producer] Cameron [Mackintosh], he?s such a darling, really. [Cast members] Pearl Carr and Teddy Johnson were there, and Julia. Steve [Sondheim] was meant to be there, but couldn?t make it in the end.

You had some amazing collaborators on that show.
Yes, Bob Avian, who?s of course back in London to work on A Chorus Line, and Jerry Mitchell, who was just a youngster then and was Bob?s assistant. I remember Jerry did so much to help me: I had trained as an actor but wasn?t necessarily a dancer, and I had to do all the follies girls? dances, and somehow we managed it [laughs].

It was during that run that you and Simon Green [Young Ben to Bevan?s Young Phyllis] led a post-show performance of Merrily We Roll Along, which I actually saw.
That was a fundraiser that absolutely took off, and we did it twice?once after our regular [Follies] performance on the Friday and then again on the Sunday night as the first half of a Sondheim gala that included Dame Edna doing ?Ladies Who Lunch?! I remember Dolores Gray hearing the overture and saying, ?That?s Broadway!? I was Mary, and darling Simon was Frank and Claire Moore was Gussie and we had Glyn Kerslake, who?s also in it now at the Menier Chocolate Factory. He?s become a great mate. That Merrily weekend did become a bit of a thing, rather like a Greek wedding, Everybody got involved [laughs].

Have you seen the latest London production?
I?ve seen it twice! It?s amazing, I must say, how the audience?s take on the show has changed. At the time, no one understood the whole thing of it going backwards.

What?s next for you, after Billy Elliot?
It?s too early to tell, though as ever it?s about juggling your family life with what you want to do [professionally]. I?ve got a son who?s 19 at college in Stratford-upon-Avon, so there isn?t that same pressure to be at home that there used to be.

Your career has been so varied that you have presumably avoided ever being typecast.
I have had one of those odd careers that manages to be a bit of everything: sitcoms, Shakespeare, big musicals, small musicals. It?s the breadth of it that?s wonderful.

I note that the original Mrs. Wilkinson, Haydn Gwynne, is about to play Margaret Thatcher opposite Helen Mirren as the Queen in the new play The Audience. Do you see a Mrs. Thatcher in your future?
No! Well, I don?t know. Come back to me on that one later.

    Foreign Investment in China Drops in 2012

    Foreign direct investment (FDI) in China fell 3.7 percent year on year to US$ 111.72 billion in 2012, the Ministry of Commerce says. Its spokesman, Shen Danyang, said the number of enterprises investing in the country fell 10.1 percent to 24,925. In December, FDI totaled US$ 11.7 billion, down 4.5 percent from the same month a year earlier. FDI in central China was US$ 9.29 billion in 2012, up 18.5 percent from 2011. Chinese investment in other counties rose 25 percent in the first 11 months of last year.

    PLA Makes Troop Designations Public

    The People's Liberation Army (PLA) has enacted a policy that informs the public of troop designations. The policy went into effect on January 15 and news agencies have already taken advantage of it. CCTV recently discussed training of the 39th Group Army in the Shenyang Military Region, in the northeast. The PLA says this will help increase transparency. The PLA underwent leadership changes in October, just before the Communist Party's 18th National Congress.

    Country Now Has More than 560 Mln Net Users

    The number of Internet users in the country rose by 50.9 million in 2012, bringing the total number to 564 million, the China Internet Network Information Center said in a report. Some 27 percent of those now online live in rural areas. Net users spend about 20.5 hours online each week, the report said, 1.8 hours more than in 2011. By the end of the year, 420 million people used the Internet on mobile devices and 309 million were microblogging. Some 202 million people were microblogging on cell phones.

    Air China to Fly Direct to Houston

    Air China will fly direct to Houston, Texas, beginning in July, giving the airline better access to Central and South America. The airline will make four round-trip flights a week using Boeing 777-300ER planes. The trip from Beijing will take 13 hours and 40 minutes, and the return flight will take just under an hour longer. Air China began flying to New York, Los Angeles and San Francisco in 1981. The airline and the city of Houston hope that the new route will also benefit Sino-U.S. relations and boost the city's economy.

    50 Gov't Agencies 'Misused Funds in 2011'

    Fifty government agencies were found to have misused public funds totaling 10 billion yuan in 2011, a report by the National Audit Office says. The audit covered central government budget allocation, local government funds, money for major investments and post-disaster reconstruction projects, the national auditor said. Some 660 people were punished or handed to the judicial system.

    There are officially a million of them. One million Broskis taking care, spiking their hair, Woo-Woo-Wooing in unison from the sands of Long Beach, N.Y., to the glens of Dublin. On Monday night, these gelled-up tweeters fist-pumped Zack Ryder into Twitter immortality when they pushed him past one million followers at approximately 11:18 p.m. to make him officially, finally, a ?seven-figure Broski.?

    Not bad for a self-proclaimed kid from Long Island, right?

    Ryder, in any case, was understandably elated by the development. ?From now on, I am only to be referred to as the #SevenFigureBroski,? he joked to WWE.com less than an hour after reaching the milestone. ?With the hashtag.?

    All kidding aside, though, the million mark is a big one for Ryder, whose roller-coaster career has become something of a metaphor for the little guy in WWE. A former Tag Team Champion alongside Curt Hawkins who found himself in near obscurity only a couple of years later, Ryder took to social media in an all-out Twitter blitz to get the WWE Universe on his side in early 2009. Long story short, it worked. Within 14 months of launching his YouTube show ?Z! True Long Island Story,? Ryder won the U.S. Title from Dolph Ziggler, bro?d out with Oscar nominee Hugh Jackman and found himself a key player in a marquee WrestleMania match all while garnering mainstream attention for his mastery of social media. While a series of attacks by Kane cut The Ultimate Broski?s legs out from under him in early 2012, Ryder has never allowed himself to fade away in the eyes of the WWE Universe. He?s as much proof as any that hard work pays off, and Ryder admits he always knew that, despite a crazy year, he would eventually cross the mark he?s been laboring toward these past few months.?

    ?I was not surprised at all,? Ryder said of reaching one million followers despite not appearing on the 20th Anniversary of Raw. ?I want to thank my Zack Pack, without them I would be nothing and I knew it was only a matter of time.? Hedidadd a special word of thanks for The Miz, who convinced him to join Twitter in 2009, but Ryder didn?t hide his glee in surpassing The Awesome One?s follower count. ?Now I?m a #SevenFigureBroski and he?s not even at a million yet.?

    The best part of reaching seven figures? The timing couldn?t have been better. ?What a perfect night to do it, you know? Raw, the 20th anniversary, I wasn?t on the show, but I became the #SevenFigureBroski, so history was made.?

    To top it off, the one-million-follower club reads like a laundry list of current and future WWE Hall of Famers, and despite being the self-dubbed ?Internet Champion,? Ryder admitted that finding himself in that company is kind of wild. ?The guys who have reached the one-million mark ? The Rock, John Cena, Randy Orton ? those are the top guys in WWE. And me, Zack Ryder, who am I? I?m barely on Raw, I?m some kid who started a YouTube show. So to be in that group, it?s crazy.?

    Speaking of YouTube shows, Ryder ended his long-running ?ZTLIS? last week with an emotional final episode that saw the entire cast return for cameos (even John Morrison), and took a moment to speak on the success of his signature show.

    ?It got me to where I wanted to be, but it was time to end it, to kill it off before it faded into obscurity,? Ryder said. ?And I?m glad it ended at 100 episodes. I watched the episode back, I put a lot of my time, my heart and my soul into that episode, into the entire series. And when I watched the final episode, I cried.?

    And true to form, the ?ZTLIS? finale is racking up more page views than The Big O, a regular on the Web series, racks up reps on the bench press. ?Episode 100 has more than 200,000 views since Friday. It?s one of the most successful ?ZTLIS? episodes ever,? Ryder said. ?I?m definitely proud of that episode and I?m definitely proud of that series.?

    So with ?ZTLIS? series finale wrapped and one million Twitter followers under his belt, what?s next for the ?Internet Champion?? ?I have to figure out a way to get back into the WWE mainstream,? Ryder said. ?I need to figure out a way to make them say ?who is this guy, we need to get him back on our television shows???

    And as it turns out, where one door to the mainstream has closed, another has already opened.

    ?It was the end of ?Z! True Long Island Story,? ? I became a seven-figure Broski, and this week on my YouTube channel, I will debut the music video to my song ?Hoeski,? ? Ryder said. ?And I really believe that this video is going to change the world.?
