FOREIGN AFFAIRS REPORT: HOW NEW ZEALAND, USA & ASIAN LEADERS CAN WIN IN TRADE RELATIONSHIPS ? ESA & TPP REPORT November 2012:

East Asia Summit, USA-NZ TPP negotiations status report: The USA genuinely sees merit in getting a deal done. The USA sees New Zealand as a country that promotes free trade. New Zealand?can be?a useful sounding board for the USA on shaping trade deals in Asia in suring up comprehensive trade?deals.

The US and NZ have an emerging relationship regarding possibilities of trade in Asia-Pacific that is improving.

TPP nuts and bolts ? US-NZ: One suggestion to make an agreeable trade deal by 2013, was to have a watered down TPP.

An Ideal TPP is sought that all nations can buy into.

Yet if all nations can?t buy into it, a second version is being floated.

The second was that other countries can join. If a real deal is to eventuate in 2013, widening up membership should wait. Signing the deal, then expanding on it later, could make a TPP eventuate in 2013.

New Zealand?s delegates experience at the EAS talks:?For New Zealand in EAS talks, NZ got most of what was sought going into the deal talks.?The USA agreed that a deal by 2013 should happen.?It doesn?t necessarily mean NZ will get a deal, yet it looks promising.?Nations that are not in the TPP negotiation feel sceptical. Yet the USA is optimistic.

The USA?s current status is?very low interest rates,?an over-printing money economy as a stimulus incentive. Big fiscal deficits are also on USA?s table to reign in. The TPP can help stimulate the economy, especially if Americans are offered jobs in NZ (for example) to supply the USA?s needs back in the USA.

Like all trade deals, they could feel, yet the USA has nothing to lose giving a trade deal, a trial.?New Zealand delegates found the meeting and talks helpful.

New Zealand?s relationship is also getting stronger.?Delegats report that NZ has growing relationships of trust with the?Sultan of Brunei (an oil rich nation), with Yudhoyono [Indonesia's leader], with?[Yoshihiko] Noda [Japanese Prime Minister ].?Like all relationship building exercises, trust in trade talks take time to strengthen. So far, NZ has a strong feeling moving forward in trade deals with Asian leaders.

Without communication, silos develop, and people are left in the dark. ?A lack of communication will have a negative impact not only on employee morale and customer service, but it will also reduce productivity. And as flexible work arrangements are on the rise, it is increasingly important to keep feedback flowing and communication regular.

Having a strong internal network of communication in place will pay huge dividends. HR professionals should keep these suggestions in mind when thinking about improving internal communication.

Method of communication ? People absorb information in different ways. It?s important to make sure everyone understands information, so use a variety of methods to talk to your employees. Intranet, face-to-face meetings, emails, employee surveys, and company newsletters?there are many tools you can use to reach out to your employees, and you should choose the best method for the message you are sharing.

Clarity of Message ? Ensure your message is clear, transparent, and honest. If you deliver a message that employees don?t fully understand it can be more confusing than not communicating at all. The content of your message and level of detail should vary depending on the audience. Be careful with use of jargon and technical terms. Give your employees the opportunity to ask questions in order to ensure your message is understood.

Frequency of Conversation ? It?s important to communicate often, but not too much. If you are constantly bombarding employees with information, they may assume that you over-communicate and begin to block communication out. If you go too little, they won?t get the info they need.

Timing ? When is the best time to communicate your message? Do it at a time when you know employees will be focused and not distracted. And don?t wait until the very last minute. If you are sharing important information, be sure to give employees enough time to respond.

Message Delivery ? Ensure that the best communicator is sharing the message. If this isn?t possible, it may be necessary to coach or train those responsible. Workplace communication should be clear, concise, and delivered in an organised manner. Depending on the situation, you may need to choose the presenter carefully. For example, if you?re communicating to a large audience, ensure that the speaker is comfortable speaking in front of a big group.

Communication Must Flow Both Ways ? There are many ways to achieve this, but the most effective way is by simply listening. Ensure the lines of communication are open, in both directions. Ask questions, create discussions, and give opportunities for employee feedback.

Workplace communication isn?t always going to be easy, but it is vital to employee performance and the success of the organisation. HR Professionals are responsible for managing communication within the organisation and helping leaders communicate effectively. And better communication, means a better organisation.

House to consider limited immigration bill

WASHINGTON (AP) ? House Republicans still smarting from their poor showing among Hispanics in the presidential election are planning a vote on immigration legislation that would expand visas for foreign science and technology students and make it easier for those with green cards to bring their immediate families to the U.S.

Republican leaders have made it clear they're ready to get serious about overhauling the nation's immigration system, a top priority for Hispanic communities. Taking up the immigration bill during the lame-duck session could be a first step toward that commitment.

The measure revives a bill that provides 55,000 visas a year for high-tech graduates. In addition, it changes a policy that has forced the spouses and children of green card holders to wait years before they can reunite in the United States.

Philippines, Vietnam protest map in China passport

MANILA, Philippines (AP) ? A map that China has incorporated into its passports has drawn diplomatic fury because it appears to claim the entire South China Sea, ignoring competing claims from the Philippines, Vietnam and other countries.

Philippine Foreign Secretary Albert del Rosario told reporters in Manila that he sent a note to the Chinese Embassy that his country "strongly protests" Beijing's inclusion of an image showing China's claimed maritime borders in its new passport.

Del Rosario says China's claims include an area that is "clearly part of the Philippines' territory and maritime domain."

The Vietnamese government said it had also sent a diplomatic note to the Chinese embassy in Hanoi, demanding that Beijing remove the "erroneous content" printed in the passport.

In Beijing, the Foreign Ministry said the new passport was issued based on international standards.

"The outline map of China on the passport is not directed against any particular country," Foreign Ministry spokeswoman Hua Chunying said Thursday.

China maintains it has ancient claims to all of the South China Sea, despite much of it being within the exclusive economic zones of Southeast Asian neighbors. The potentially oil- and gas-rich South China Sea islands and waters also are claimed by the Philippines, Vietnam, Taiwan, Brunei and Malaysia.

There are concerns that the disputes could escalate into violence. China and the Philippines had a tense maritime standoff at a shoal west of the main Philippine island of Luzon early this year.

The United States, which has said it takes no sides in the territorial spats but that it considers ensuring safe maritime traffic in the waters to be in its national interest, has backed a call for a "code of conduct" to prevent clashes in the disputed territories. But it remains unclear if and when China will sit down with rival claimants to draft such a legally binding nonaggression pact.

The Philippines, Brunei, Malaysia and Vietnam are scheduled to meet Dec. 12 to discuss claims in the South China Sea and the role of China.

Deutsche Bank seeks older women to change culture, improve reputation

FRANKFURT (Reuters) - Deutsche Bank is on the lookout for mature, tech-savvy women who it thinks will be better team players to help change its corporate culture and rebuild its reputation in the wake of the financial crisis.

The bank is being forced to rethink the way it does business after short-term bonus incentives led to risky deals which hurt profits. Deutsche is also being probed by regulators over possible rigging of the Libor benchmark international lending rate and for the way it sold toxic assets to investors.

"You could say having trustworthy bankers is enough to rebuild trust in the banking industry," said Stephan Leithner, Head of Human Resources and Compliance at Germany's flagship lender. "It is not enough. In future you need to have other qualities."

"Let me be provocative: The banker of the future will be more female, more international, older, more team oriented and more mobile, and needs to enjoy working with technology," Leithner told a seminar for young high-potential bankers in Frankfurt on Wednesday.

By 2018, Deutsche Bank said in September it wants to raise the proportion of female staff in senior leadership positions to 25 percent from around 17 percent in 2011. It is also seeking to raise the proportion of women in overall leadership positions to 35 percent by 2018 from around 29.7 percent in 2011.

"In many situations, female staff contribute toward team orientation, partnership and long-term sustainability," Leithner, a former co-head of corporate finance said.

Deutsche's move to promote female employees comes as German Family Affairs Minister Kristina Schroeder renewed her push to introduce a quota for women in management positions.

Schroeder has proposed a so-called flexible quota legally obliging companies to set their own benchmarks. Sanctions would be imposed if they missed them.

In the future, Deutsche Bank will also tend to employ older, better educated staff, Leithner said.

"Bankers need to be more educated and spend more time learning. It means that many people will be asked to re-invent themselves," Leithner said.

Technological know-how is growing in importance, Leithner added, as clients are demanding access to bank services over different technological platforms and new regulations are forcing lenders to raise risk-management capabilities and control systems.

Around 25 percent of staff at Deutsche Bank are already working in jobs involving technology such as payment systems, Leithner said.

Staff who are international and have moved around in different departments have good opportunities at Deutsche, Leithner said.

Last month the Frankfurt-based lender which has around 100,000 employees, said it will cut 1,993 jobs by the end of the year and overhaul its businesses to see if products and services add value for the real economy, whether they eat up too much capital, and whether they throw off enough profit.

Banks remain years away from developing business models that will produce sustainable profits, according to a report by consultants McKinsey published in October.

It said return on equity - a key measure of profitability - fell to 7.6 percent for global banks last year, well short of their 10-12 percent cost of equity.
