Germany set to achieve balanced budget this year

BERLIN (AP) ? Germany will achieve a balanced budget across all layers of government this year thanks to a resilient economy, low unemployment, higher tax revenues and low borrowing costs, the Finance Ministry said Monday.

New borrowing is forecast to fall from just under 1 percent of economic output in 2011 to zero percent this year when using the European Union's official debt criteria, it said.

Still, Germany's federal, state and local governments are set to take on combined new debt of ?26.5 billion ($34.4 billion) this year, slightly up over last year's ?26 billion.

But under the EU's so-called Maastricht accounting rules, that new borrowing is offset by surpluses in Germany's social security system worth an estimated ?16 billion, and capital payments to European financial institutions worth ?10 billion.

For 2013 and 2014, the government even expects a slight budget surplus of 0.5 percent across all layers of government.

Germany, Europe's biggest economy, expects total debt this year to be 81.5 percent of its GDP of about ?2.6 trillion. That debt level is forecast to shrink continuously to 73 percent by 2016 as the country aims to cut new borrowing.

Germany saw robust economic growth in 2010 and 2011. This and next year the economy is expected to grow by a meager 1 percent as Europe's ongoing debt crisis weighs down on the region's demand for German exports. Still, Germany has seen its revenues rise and spending fall as a drop in the unemployment rate to near record lows has led to lower costs for the social security system.

Germany has also benefited from significantly lower-than-expected borrowing costs as investors, who consider the country's debt to be a safe haven amid Europe's debt crisis, snap up its treasury bonds. Some investors often even accept to lose money, after taking inflation into account, by investing in German government debt.

Kentucky Basketball: Baylor Upsets No. 8 Wildcats, 64-55

LEXINGTON, Ky. -- Baylor's comfort with the zone defense on Saturday created uneasiness for No. 8 Kentucky.

It left the Wildcats with a 64-55 loss to the Bears, a two-game losing streak and the end of their 54-game run at Rupp Arena.

Not to mention a lot of soul searching.

"They came in here and executed what they were supposed to be doing," Kentucky freshman center Willie Cauley-Stein said. "I gave them credit for that. We shot ourselves in the foot. We didn't make shots and gave up easy plays that could have helped us in the end."

Kentucky's struggles with Baylor's combination of zone alignments were symbolized by its failure to get the ball inside to its big men and a failure to answer it from the outside.

The Wildcats (4-3) just shot 30 percent, their lowest under coach John Calipari. That was 10 percent worse than in Thursday's 64-50 loss at Notre Dame.

"That's what happens when you have a bunch of freshmen out there," Calipari said.

Pierre Jackson scored 17 points and Isaiah Austin and A.J. Walton each added 11 for the Bears (5-2), who beat the Wildcats for the first time in eight tries. Baylor also avenged last year's Elite Eight loss to Kentucky, which went on to win its eighth national title with freshmen Anthony Davis and Michael Kidd-Gilchrist leading the way.

Calipari's latest crop of talented of talented freshmen is clearly not at that level just yet.

Though Calipari has insisted from the outset that center Cauley-Stein, forwards Alex Poythress and Nerlens Noel and guard Archie Goodwin might be as good as their predecessors by the spring, they were going to encounter some bumps along the way.

Baylor provided plenty with its zone and athleticism that at time left Kentucky's youngsters flat-footed.

"I would say it's us not going out there and trying to beat them as bad as they want to beat us," said Goodwin, who led Kentucky (4-3) with 17 points before fouling out with 1:44 remaining in the game.

"Every game that we are going into they are looking to try to come at our heads the hardest because of the name across our chests. As a team we don't go back at them the same way."

Poythress added 13 points and Noel eight for the Wildcats, whose only upside was outrebounding the Bears 48-37 including a 21-6 edge in offensive rebounds.

After trailing for the first 15 minutes Baylor took its first lead at 20-19 on Jackson's 3-pointer and stayed close before closing the half with a 12-2 run for a 34-29 lead. The Bears kept the Wildcats at bay with a zone defense that forced Kentucky into 16 turnovers.

Baylor coach Scott Drew wanted to make sure his team stayed with the strategy all day.

"We played zone defense," Drew said, "and I think in the past, last year when we played them we predominantly played the whole game in man defense and that didn't work out too well. So, we tried something different."

For Baylor, the game offered some revenge after Kentucky beat the Bears in last year's Elite Eight en route to its eighth national title.

"It means a lot to us," said Bears forward Cory Jefferson, who scored 10 points. "We played them last year in the Elite Eight; everybody knows that did not go so well. We used that as motivation. We watched the film on everything we did wrong and practiced all throughout the week to be prepared for what we had to do against Kentucky."

It took a little while for Baylor to get going and from there the Bears didn't let up. They led by as many as 10 in the second half and never let Kentucky get closer than three points.

The most telling sequence came with about five minutes remaining and Kentucky trailing 54-50. There were several Wildcats in position to grab Jackson's missed jumper but just stood by as Rico Gathers grabbed the offensive rebound, make the layup and draw the foul.

It eventually ended Kentucky's 55-game home winning streak including a 2009 NIT game at Memorial Coliseum, which was the nation's longest active streak.

In assessing Kentucky's performance, Noel said, "I think a lack of concentration, having lapses during important parts of the game, bad shooting and field goal percentage, especially myself. I guess I did not have enough touch."

Noel added that that will likely be addressed in future workouts.

"We really need to fix the little things," he said.

Today?s news is rife with high profile affairs. We almost expect them of our movie and rock stars. Our presidents as far back as Thomas Jefferson were engaging in them. The most disappointing to me was Eisenhower?s with his chauffeur/secretary. As a 3rd grader relishing the ?I like Ike? enthusiasm, it was disconcerting to learn he wasn?t perfect. Should I still ?like Ike?? I grew up and learned about our less-than-perfect senators, congressmen, governors, mayors - and most recently, the top level of our military and country?s security.

The military sets standards regarding adultery, and many ? myself included - would contend that our public officials should also be held to a high standard of conduct. Are these people simply enjoying the fruits of their very public or lofty positions - the advantages of their power or notoriety? Certainly one of the perks of their status is the ready supply of groupies and hangers-on. As we look at these high-profile people, the term ?self-indulgent? comes to mind.

Low-profile affairs are common in the general population. Experts report that in the general population about 60% of men and 40-50% of women have affairs. More self-indulgence? Perhaps. Whether we condemn or condone this behavior, it?s interesting to explore what prompts the affairs and what the benefits and risks are that accompany them. Within these percentages lies a particularly noteworthy group I call ?forgotten spousal caregivers?.

What is a ?forgotten spousal caregiver?? The term ?caregiver? brings to mind someone like Mary. She worked tirelessly for two years caring for her husband before he succumbed to cancer. Because of the relatively short, albeit painful time, people remained acutely aware of her caregiving struggles ? deeply sympathetic and ready to provide assistance. However, as years and decades roll by for long-term caregivers, friends and relatives become tired of, lose interest in, take for granted, never know about or simply forget what these caregivers face - year after year after year. Having worked with and interviewed many caregivers, and having been an 11 ?-year caregiver myself, I know that long-term spousal caregivers are eventually ?forgotten?. When that happens, they lose the support, emotional and otherwise, typically offered on the short term.

Meet Alicia, Marco, Elizabeth, Fred and Ben.

  • Alicia?s husband contracted a rare blood disease in his early 50s, leaving him completely dependent on her ? for the last 17 years. He has trouble with all motor skills and has difficulty speaking. Sex is out of the question, as is meaningful conversation.
  • Marco?s wife developed MS in her thirties. She is very appreciative of Marco?s care, but after 20 years of caregiving, he feels more like a father than a husband ? particularly when he cleans her after she uses the toilet.
  • Elizabeth?s husband has Alzheimer?s and has gradually declined for 10 years. He no longer recognizes her, and has new friends, including a girlfriend, at his care facility.
  • Fred?s wife fell and hit her head when she was 53. He has been caring for her for 18 years. While she still looks normal, she isn?t there anymore, and finds it painful, emotionally and physically, to be touched.
  • Ben?s wife was a tri-athlete. At the age of 32, she was struck by a hit-and-run driver while riding her bike. Severely physically disabled, Ben has cared for her for over 30 years. Unable to exercise and frustrated by her condition, she has doubled in size and lashes out angrily at Ben.

Tens of millions of caregivers live similar scenarios, experiencing what I call a ?roller coaster ride from hell?. Generally a painful and thankless job, caregiving certainly does not attract groupies or power seekers. Yet, affairs are not atypical for this group.

Three types of affairs, common among this group, trend differently for men and women.

  • Hooking up, a non-emotional connection for the purpose of having sex, is chosen by more men than women. Men seem to have easier access to this.
  • Traditional affairs are preferred by more women than men. These are longer lasting, with an emotional as well as physical component.
  • Emotional affairs are the most common for both sexes. The caregiver becomes emotionally connected with a partner but never crosses that physical line. Many online affairs fall into this category.

Which caregivers have affairs and with whom? More men divorce their sick wives than the reverse, so fewer of them are in for the long haul; and some caregivers were having affairs before their spouse became ill, so I exclude them from this group. Of those who stay married and have affairs, most say they never considered an affair before their infirm spouse changed drastically ? either becoming spiteful or incapacitated. In fact, many of these caregivers surprise themselves by having affairs. Women commonly remark that they wish they had the energy to have one!

Some caregivers prefer affairs with other caregivers. Being with someone who understands, without having to say a word, is a godsend. They can freely discuss concerns and complaints without feeling guilty, and their lover understands when medical emergencies preclude together time. Other caregivers prefer to be with somebody totally unrelated to caregiving. When they take breaks from their duties, the last thing they want to think or talk about is caregiving.

When do affairs start? It seems that if a marriage was solid before the illness, and the ill person treats their spouse with respect, an affair may never happen. Or, it may be delayed many years depending on how incapacitated the spouse is and whether or not their condition is terminal. Not magic numbers, three to five years seems to be the start of permanently-changed marital dynamics. Most likely, there is more hooking-up at these early stages. But when spouses count their caregiving time in decades, their lives have changed so completely that they create a new survival identity for themselves. An affair may be central to that survival.

What do affairs provide?

  • Physical needs are met without emotional entanglement in hook-ups. Forgotten spousal caregivers are deeply enmeshed in caregiving and have more than enough complications in their lives. Most have no emotional energy to spare in order to get their physical needs met.
  • Nurturing is provided in the traditional affair to those caregivers longing for the emotional connection they lost with their spouse. Rather than sex per se, often it is the hand holding, hugging, cuddling, gentle conversation and laughter, and a sense of feeling safe that most seem drawn to.
  • Feeling desired and appreciated comes from the affairs. Both men and women enjoy having attention focused on them for a change ? and being desired for other than their nurse-maid skills.
  • Affairs provide a lifeline for many. It is the one seemingly sane and beautiful thing they have in their lives ? a time when they can feel like a man or a woman again ?that there is something other than sickness in their world.
  • A sense of normalcy is provided. This can come from participating in fun activities they can no longer do with their spouse, like dancing or other ?couple? pursuits,
  • Affairs revitalize caregivers. Rather than resenting their spouse for ?ruining their life?, the time with their lover renews them so they can go home and be a better caregiver. Having someone to talk to, to share all their worries and concerns, drops stress levels.

More intense North Atlantic tropical storms likely in the future

ScienceDaily (Nov. 30, 2012) ? Tropical storms that make their way into the North Atlantic, and possibly strike the East Coast of the United States, likely will become more intense during the rest of this century.

That's the prediction of one University of Iowa researcher and his colleague as published in an early online release in the Journal of Climate, the official publication of the American Meteorological Society.

The study is a compilation of results from some of the best available computer models of climate, according to lead author Gabriele Villarini, assistant professor of civil and environmental engineering and assistant research engineer at IIHR-Hydroscience & Engineering, and his colleague Gabriel Vecchi of the National Oceanic and Atmospheric Administration, Princeton, N.J.

"We wanted to conduct the study because intense tropical cyclones can harm people and property," Villarini says. "The adverse and long-lasting influence of such storms recently was demonstrated by the damage Hurricane Sandy created along the East Coast."

The study itself examines projected changes in the North Atlantic Power Dissipation Index (PDI) using output from 17 state-of-the-art global climate models and three different potential scenarios. The PDI is an index that integrates storm intensity, duration, and frequency.

"We found that the PDI is projected to increase in the 21st century in response to both greenhouse gas increases and reductions in particulate pollution over the Atlantic over the current century. By relating these results to other findings in a paper we published May 13, 2012 in the journal Nature Climate Change, we found that, while the number of storms is not projected to increase, their intensity is," he says.

"Moreover, our results indicate that as more carbon dioxide is emitted, the stronger the storms get, while scenarios with the most aggressive carbon dioxide mitigation show the smallest increase in intensity," he says.

(AP) ? Masked men in jackets emblazoned with the word "police" boarded a fishing boat Friday in Curacao and stole 70 gold bars worth an estimated $11.5 million, officials on the southern Caribbean island said.

The boat's captain was struck in the head in the early-morning assault before the thieves made off with the gold in three cars, police spokesman Reggie Huggins said. Authorities believe there were at least six men involved in the heist. No suspects were in custody.

Huggins declined to say who owned the approximately 216 kilograms (476 pounds) of gold but he said it was a legal shipment that was being trans-shipped through Curacao and officials in the island had been advised in advance that it was coming as part of normal security protocols. He declined to disclose the eventual destination of the metal.

"Authorities knew of the shipment because the official procedure was followed," the spokesman said.

Huggins said that guards to the port area let the assailants inside a restricted area in the mistaken belief that they were customs officials. The men's jackets had the word "police" in English but in Curacao the word would be written in Papiamento, one of the island's three official languages, as "polis." During the robbery, crew members said they wore hoods and masks and made off with the gold in a matter of minutes.

"The crew said it was like a movie operation, very fast," Huggins said.

The captain and three crew members were from the South American country of Guyana, he said.

The boat, by its appearance, would seem an unlikely place to stash that amount of gold. The "Summer Bliss" is a fishing boat with rust streaks on its white cabin and no visible security.

A crew member who gave his name as Raymond Emmanuel told The Associated Press that they left Guyana four days ago and arrived early Friday in Curacao. Contradicting police, he said they were delivering the gold to a company in Curacao but said he did not know the name of the business.

He referred questions about the source of the gold to the captain, who was meeting with authorities on the Dutch Caribbean island and not immediately available.

Emmanuel said the gold was locked away when the thieves boarded the vessel. "They took everything," he said.

The crew member said neither he nor anyone else on the vessel was armed. "This is normal," he said. "We never carry arms. Since I started working here, I've transported gold once before, and this is the system."

Colin Sparman, executive secretary of the Guyana Gold and Diamond Miners Association, said legal shipments are typically made by air under heavy security.

Curacao, just north of Venezuela, is primarily known as tourist destination, particularly for divers. It is also an offshore financial center, especially for people from South America.
