New York paralyzed as Sandy slams into eastern U.S.

NEW YORK (Reuters) - Sandy, one of the biggest storms ever to hit the United States, battered the nation's eastern seaboard on Tuesday, swamping New York City streets with record levels of floodwater, blacking out power to millions of people and bringing transportation to a halt through much of the region.

At least 13 people were reported killed in the United States by Sandy, which dropped just below hurricane status before going ashore in New Jersey on Monday, according to officials and media reports. More than 1 million people across a dozen states were under orders to evacuate as the massive system continued to plow westward.

One disaster forecasting company predicted economic losses could ultimately reach $20 billion, only half insured.

The storm also slowed the presidential campaign at a key time ahead of next week's vote and closed U.S. markets for two days.

Sandy, which was especially imposing because of its wide-raging winds, brought a record surge of almost 14 feet to downtown Manhattan, well above the previous record of 10 feet during Hurricane Donna in 1960, the National Weather Service said.

Water poured into the subway system and tunnels that run under the rivers around Manhattan, raising concerns that the world's financial capital could be hobbled for days to come.

"Hitting at high tide, the strongest surge and the strongest winds all hit at the worst possible time," said Jeffrey Tongue, meteorologist for the weather service in Brookhaven, New York.

Hurricane-force winds as high as 90 miles per hour were recorded, he said.

"Hopefully it's a once-in-a-lifetime storm," Tongue said.

Large sections of New York City were in darkness without power and transportation in the metropolitan area was at a standstill.

"In 108 years our employees have never faced a challenge like the one that confronts us now," Metropolitan Transportation Authority Chairman Joseph Lhota said in a statement.

It could take anywhere from 14 hours to four days to get the water out of the flooded subway tunnels, the MTA said.

"The damage has been geographically very widespread throughout the entire subway, bus, LIRR (Long Island Railroad) and Metro North system, MTA spokesman Aaron Donovan said.

50-PLUS HOMES BURN

The unprecedented flooding was hampering efforts to fight a massive fire in one of the city's barrier island neighborhoods, Breezy Point in the borough Queens, the New York Fire Department said. More than 170 firefighters battled a fire that destroyed more than 50 homes.

Two people were reported dead in New York City - a man in a house hit by a tree and a woman who stepped into an electrified puddle of water. Two other people were killed in suburban Westchester County, north of New York City, and a motor vehicle death in Massachusetts was blamed in part on the bad weather.

Two others were killed in Maryland in storm-related incidents, state authorities said, and deaths also were reported in Connecticut, New Jersey, Pennsylvania and West Virginia, CNN said.

Toronto police also recorded one death - a woman hit by flying debris.

Some 6.8 million people in several states were left without electrical power by the storm, which crashed ashore late on Monday near the gambling resort of Atlantic City, New Jersey.

In New Jersey, Exelon Corp declared an alert around its Oyster Creek nuclear power plant because of rising waters, the U.S. Nuclear Regulatory Commission said. Officials said if waters rose further, they might be forced to use emergency water supplies to cool spent uranium fuel rods.

An alert-level incident, the second-lowest of four action levels, means there's a "potential substantial degradation in the level of safety" at a reactor.

The storm's wind field stretched from South Carolina north to the Canadian border and from West Virginia to a point in the Atlantic Ocean halfway to Bermuda, easily one of the largest ever seen, the National Hurricane Center said.

Heavy snow fell in higher elevations of the Appalachian Mountain inland, and the population centers of Baltimore, Philadelphia and Washington, D.C., were in the slow-moving storm's path.

In New York, a crane partially collapsed and dangled from a 90-story luxury apartment building under construction in midtown Manhattan, and authorities evacuated residents in the area out of fear that high winds would bring the entire rig down.

Much of the city was deserted, as its subways, buses, commuter trains, bridges and airports were closed.

Neighborhoods along the East and Hudson rivers were underwater, as were low-lying streets near Ground Zero, where the World Trade Center once stood.

Power and back-up generators failed at New York University Hospital, forcing patients to be moved elsewhere for care.

In lower Manhattan, firefighters used inflatable orange boats to rescue utility workers stranded for three hours by rising floodwaters inside a power substation.

One of the Con Ed workers pulled from the floodwater, Angelo Amato, said he was part of a crew who had offered to work through the storm.

"This is what happens when you volunteer," he said.

MARKETS, CAMPAIGN IMPACTED

Trees were downed across the region, falling debris closed a major bridge in Boston and floodwater and gusts of wind buffeted coastal towns such as Fairfield, Connecticut, home to many commuters into New York City.

With eight days to go before the election, President Barack Obama and Republican challenger Mitt Romney canceled scheduled campaign events and acted cautiously to avoid coming across as overtly political while millions of people are imperiled.

U.S. stock markets were set to be closed on Tuesday. They closed on Monday for the first time since the attacks of September 11, 2001.

The federal government in Washington was closed and schools were shut up and down the East Coast.

NYSE Euronext said there had been no damage to the New York Stock Exchange headquarters that could impair trading floor operations but it was making contingency plans in case of such damage.

Sandy killed 66 people in the Caribbean last week before pounding U.S. coastal areas.

Study: Costs Rise, But Americans Happier With Auto Insurance

With initial damage estimates for Hurricane Sandy pegged at $20 billion or more, insurance companies are facing a very busy couple of weeks. But while they brace for massive payouts, agencies can take heart in one bit of very good news, courtesy of??J.D. Power and Associates' 2012 U.S. Auto Claims Satisfaction Study -- namely, that Americans have become more satisfied with their auto insurance companies, even as out-of-pocket costs have risen.

To reach those conclusions, Power surveyed over 12,508 insurance customers who had filed and settled claims within the past six months. The survey took place over an 11-month period, from November 2011 to September 2012.

(Power noted that the survey focused on customers whose vehicles were significantly damaged; those with damage to their car's glass or who only filed claims for roadside assistance were excluded. Stolen vehicles were also excluded.)

Survey participants were asked to rate satisfaction with their insurance company in six areas: "first notice of loss; service interaction; appraisal; repair process; rental experience; and settlement". Scores were doled out on a scale of 0 to 1,000. Here are the major takeaways:

  • Satisfaction improved by six points from last year: the average overall score for 2012 was?852.
  • When it comes to settlement -- arguably?the most important factor -- average scores were up nine points from 2011, resting at 846.
  • Interestingly, those who filed total-loss claims were even happier with their settlements: for them, scores were 16 points higher. That could be due to the fact that payouts for total losses were up an average of $690 from last year -- mostly because of sky-high used-car values.
  • Satisfaction might also be rising because the insured feel like the claims process is more transparent. This year,?64% of those surveyed said that their insurer offered ways to keep them informed of their claim's progress (via online updates and such). In 2011, that figure was 61%.
  • Curiously, satisfaction grew even as out-of-pocket expenses crept upward. On average, respondents paid $403 for deductibles, rentals, and other uncovered expenses, which is up?$26?from 2011.
  • America's favorite insurance company is Auto-Owners Insurance, which earned the highest overall score (887) for the fifth straight year. Rounding out the top five were Amica Mutual and Erie Insurance (tied at 876), and Automobile Club of?Southern California?and COUNTRY (tied at 874).
  • At the other end of the scale, Commerce was America's least-favorite agency, with a score of (781). Esurance fared slightly better (801), as did Encompass (820), 21st Century (821), and Mercury (824).
  • National heavy-hitters were all over the map: State Farm (868), Allstate (863), and Travelers (857) came in above the industry average of 852. Nationwide (848), GEICO (842), Progressive (842), and Farmers (838) didn't.

Iran criticizes Iraq's search of Syria-bound plane

(AP) ? Iran has criticized neighboring Iraq for forcing a Syria-bound Iranian cargo plane to land for inspection in Baghdad to ensure it was not carrying weapons.

Foreign Ministry spokesman Ramin Mehmanparast said Iraq should not be influenced by anti-Iranian Western countries, adding that the search of two Iranian planes over the past month had proved that no weapons were aboard Syria-bound Iranian flights.

Mehmanparast said the U.S. and its allies seek to divert global attention away from their own shipment of arms to Syrian rebels. He made the remarks during a press conference in Tehran Tuesday.

The Iraqi move appeared aimed at easing U.S. concerns that Iraq has become a route for shipments of Iranian military supplies that could help the regime of President Bashar Assad in its fight against rebels.

New 'True Blood' recipes make it onto Marcelle Bienvenu's - Nola.com

Halloween has been a favorite of mine since I was 6 years old and my Tante May, who lived near us in a rural area just outside of St. Martinville, spooked the heck out of me and my siblings. With Mama holding our hands, we skipped down the lane to begin our trick-or-treating. We were to stop at Tante May's first.

Just as we made our way into her yard, there under a giant oak tree, swathed in moss, sitting on a small bench and holding a lantern, was A WITCH. I don't remember who screamed first, but my brother Henri, my sister Edna and I flew like bats out of hell, leaving Mama standing with THE WITCH.

Papa, who was on the porch of our house giving out candy to neighborhood children, corralled us and tried to calm us down.

"It's only Tante May," he explained.

We didn't believe him. Tante May was a jolly, heavy-set old lady who often had small bags of penny candies for us when we visited, which was at least once a day. What we had seen was A WITCH with a big black mole on her nose and that's all there was to it. Of course, a few minutes later, Tante May (sans moss and mole) and Mama came down the lane laughing their heads off!

From then on I became a big fan of Halloween, often thinking of ways (like Tante May did) to scare the younger children who came to our door on All Hallow's Eve. I especially liked being a ghost using old white sheets with eyes cut out and a streak of Mama's red lipstick (fake blood) pouring out the hole that was my mouth.

I eventually switched to the moss thing like Tante May, and my brothers often dressed like scarecrows and hid behind the oak trees in the front yard waiting for? unsuspecting children to come up the driveway.

My husband and I have hosted many Halloween parties for our family and friends, and I even made a costume to look like the Wicked Witch of the West from "The Wizard of Oz," with the green face paint and striped socks. My husband favors the look of the Hunchback of Notre Dame. One year just about everyone in the family agreed to costume as red devils, complete with blinking red tails. Fun!

I've been warming up for this year's Halloween by watching my favorite scary movies like "The Omen," "The Exorcist" and "The Shining." (Last night while watching "The Shining," I had to turn the movie off: I was trembling in my bed.)

The menu for my Halloween gathering this year features old favorites like pigs-in-the-blanket and hot dogs for the younger set, and a few recipes (for the grown-ups) from my most recent cookbook project "True Blood Eats, Drinks and Bites from Bon Temps" (the companion cookbook for the HBO series True Blood).

Tequila Moonrise

Makes 1 drink

1-1/2 ounces tequila

Cracked ice

1-1/2 ounces Ruby Mixer (recipe follows)

3/4 ounce grenadine

Orange slice and maraschino cherry for garnish

Pour the tequila in a highball glass with ice and top with the Ruby Mixer. Add the grenadine by tilting the glass and pouring it down the side of the glass by flipping the bottle vertically very quickly. The grenadine should go straight to the bottom and rise slowly through the drink. Garnish with the orange slice and cherry.

Ruby Mixer

Makes 6 ounces

4 ounces carbonated orange soda (such as Orangina or San Pellegrino Aranciata)

1-1/2 ounces grenadine

About 1 tablespoon fresh lemon juice

Combine the orange soda, grenadine, and lemon juice in a pitcher. Stir to blend before using.

Jailhouse Chili

Makes 8 servings

1-1/2 pounds coarsely ground beef

1/2?pound coarsely ground pork

3 tablespoons vegetable oil

1 cup chopped yellow onions

2 jalapeno chiles, seeded and chopped

2 (15-ounce) cans red kidney beans (puree one can in the food processor for a creamier chili)

2 cups canned diced tomatoes with their liquid

One 6-ounce can tomato paste

2 to 3 tablespoons ground chili powder

Salt and cayenne pepper

Water or beef broth as needed

Shredded Cheddar cheese for serving

Crushed corn chips for serving

Tabasco brand pepper sauce for serving

Combine the ground meats in a medium bowl and mix well. Heat the vegetable oil in a large, heavy pot or Dutch oven over medium-high heat. Brown the meat mixture in the pot until all the pink has disappeared. Add the onion and jalapenos, and cook, stirring occasionally, for 10 minutes, or until the onion is softened.

Add the kidney beans, the tomatoes and tomato paste. Add 2 tablespoons chili powder for a mild-tasting dish or 3 tablespoons for a more assertive one and season with salt and cayenne. Reduce heat to medium-low and simmer for 1-1/2 hours, adding water or beef broth if the mixture appears too dry. Adjust the seasoning with salt and cayenne.

Serve the chili hot in bowls, sprinkled with cheese and crushed corn ships. Pass the Tabasco at the table.

Seeing Red Bundt Cake

Makes 1 cake to serve 16

Cake

1/2 cup (1 stick) unsalted butter, at room temperature

1 1/2 cups sugar

2 large eggs

2 tablespoons red food coloring

2 tablespoons water

1 teaspoon vanilla extract

2-1/2 cups all-purpose flour

1/4 cup unsweetened cocoa powder

1-1/2 teaspoons baking powder

1/2 teaspoon salt

1 cup buttermilk

1 teaspoon baking soda

1 teaspoon distilled white vinegar

Frosting

8 ounces cream cheese, at room temperature

1/2?cup (1 stick) butter, at room temperature

1 pound confectioners' sugar

1 teaspoon vanilla extract

Make the cake: Preheat the oven to 350 degrees. Grease a bundt pan with vegetable shortening or butter and sprinkle with flour, shaking out the excess. Set aside.

Beat the butter, sugar and eggs in a large mixing bowl with an electric mixer on medium speed until lightly and fluffy, about 5 minutes. Add the food color, water and vanilla and mix well.

Sift the flour, cocoa powder, baking powder and salt into a medium bowl. Alternately add this mixture, in three additions, and the buttermilk, in two additions, to the butter-egg mixture, beating on medium speed after each addition.

Combine the baking soda and vinegar in a small bowl and stir into the cake batter, mixing well.

Pour the batter into the prepared bundt pan and bake until the center of the cake springs back to the touch, 40 to 45 minutes. Remove from the oven and cool for about 15 minutes. Invert the cake onto a wire rack and let cool completely.

Make the frosting: Beat the cream cheese and butter in a large mixing bowl with an electric mixer on medium-high speed until fluffy. Gradually add the confectioners' sugar and the vanilla and beat until the mixture is smooth. Gently spread the frosting on top and sides of the cooled cake. Slice and serve.

Conditions will deteriorate into Sunday night with the height of the storm Monday into Tuesday.

At this time AccuWeather.com meteorologists expect wind gusts in the neighborhood of 60 to 80 mph in the city with the greatest frequency of high gusts on the Eastern Shore and the Atlantic coast beaches.

Gusts this strong will down trees, power lines, send loose objects airborne and loosen panes of glass in tall buildings. Walking through city streets will be difficult and dangerous. Avoid walking or parking under trees. Large branches can come down with no notice.

A general 2 to 4 inches of rain will fall with locally higher amounts on the Eastern Shore and in the mountains to the west. Enough rain will fall in the local area to bring flash, urban and small stream flooding.

The full moon Monday will amplify tide levels, but the track of and wind flow around Sandy will not?push water northward up the Chesapeake Bay like Isabel did.

Sandy is forecast by AccuWeather.com to make landfall in New Jersey. However, since this will be such a large storm in terms of surface area, effects will be more than a hurricane hitting a small area.

There will be major impact due to wind and flooding, not only in the Washington-Baltimore, area, but as far north as New York City into portions of New England and as far south as eastern North Carolina.

It is possible the New York metro area experiences the worst of the storm in terms of storm surge flooding and wind damage, because of the angle and location of the storm striking the coast.

As Hurricane Sandy spun up the East Coast, residents of some flood-prone areas in the tri-state region were told Saturday to evacuate and transit officials in New York City prepared for the unusual step of shutting down service.

New York Governor Andrew Cuomo issued an order telling the Metropolitan Transportation Authority to prepare for possibly shutting down all service on subways, buses and commuter rail lines. A decision on whether to cut off service is to be made Sunday.

"Suspending the largest transportation system in North America is a monumental effort, and it is imperative that we start the process before we make a final decision, and before the worst of Hurricane Sandy reaches us," MTA Chairman and CEO Joseph J. Lhota said in a statement.

When the MTA halted service during Hurricane Irene in August 2011 it was the first such weather-related shutdown in the agency's history.

Hurricane Sandy has been making its way toward the eastern seaboard, and could combine with a storm system from the west and cold air from Canada to bring heavy rains and strong winds Monday and Tuesday. The severity of this rare convergence was unclear Saturday.

New York City Mayor Michael Bloomberg said there were no evacuation orders in effect for the city. But he said shelters will be opened in 65 public schools on Sunday for residents of low-lying areas who are concerned that their homes may be affected by flooding or power outages.

White and the UFC have apparently cut ties with the Palms, the Las Vegas Casino that has hosted several of the UFC's smaller events. White's credit line was reportedly cut, and the biggest loser from the fallout is the staff. White was known to give exorbitant tips to dealers and waitstaff.

"He changed people's lives," said one of the sources ... During one two-month hot streak, White tipped dealers more than $100,000, sources confirmed. "Anytime he came in, we knew it was a big payday," a Palms employee said.

The Palms and UFC fans are also losers in this because their venues were fun places to watch fights. They have intimate venues that are nothing like the arenas the UFC uses for some of their bigger pay-per-views and Fox shows.

Ukraine ruling party ahead in vote monitors call flawed

KIEV (Reuters) - Ukrainian President Victor Yanukovich's party was on course on Monday to secure a new parliamentary majority, but international monitors condemned the election as flawed and said the country had taken a step back under his leadership.

Exit polls and partial results from Sunday's vote showed Yanukovich's Party of the Regions would, with help from long-time allies, win more than half the seats in the 450-member assembly after boosting public sector wages and welfare handouts to win over disillusioned voters in its traditional power bases.

Far-right nationalists and a new liberal party led by world heavyweight boxing champion Vitaly Klitschko also did well.

But a monitoring team from the 56-nation Organisation for Security and Cooperation in Europe, which sent more than 600 observers, criticized the way the vote had been conducted and the imprisonment of Yanukovich's rival, Yulia Tymoshenko.

"Certain aspects of the pre-election period constituted a step backwards compared with recent national elections," said the OSCE - meaning a decline since Yanukovich was elected in February 2010 in a poll judged fair by Western governments.

With exit polls and partial results indicating victory, Yanukovich seems set to use the Regions' good result to cement his leadership before seeking a second five-year term in 2015.

Sunday's vote also threw up a new, potentially awkward, opposition line-up in parliament bringing in the Svoboda nationalists for the first time and Klitschko's liberal UDAR.

But with important policy differences among them it is unclear whether opposition forces can hold together enough in the fickle world of Ukrainian politics to trouble Yanukovich, whose presidential powers are greater than those of parliament.

Judging by comments from his lieutenants, he is likely to take the election outcome as a mandate to press ahead with policies which largely favor the big business industrialists who back him and a coterie of trusted associates and family.

These have implications for his relations with the West and Ukraine's former Soviet master, Moscow.

Under his leadership, Ukraine, the second most populous of the former Soviet states and a major exporter of steel and grain, has become more isolated politically on the international stage than it has been for years.

He is at odds with the United States and the European Union over Tymoshenko, and does not see eye to eye with Russia, which has turned a deaf ear to Kiev's calls for cheaper gas.

The government is also blamed for not stamping out corruption and has backed off from painful reforms that could secure much-needed lending from the International Monetary Fund (IMF) to shore up the economy.

But the West at the same time does not want to alienate Yanukovich and push him towards Moscow's embrace.

The opposition says Yanukovich's rule is marred by deepening cronyism and an increasingly authoritarian style.

OSCE JUDGMENT

The OSCE, handing down its verdict on the election, said the Regions party misused state resources in campaigning. There had been a lack of transparency in the way parties were financed in the campaign and an absence of balanced media coverage.

The inability of Tymoshenko to run as a candidate had also "negatively affected" the election process, it said. She was jailed for seven years last year for abuse of office over a gas deal she struck with Russia when she was prime minister in 2009.

Yanukovich's prime minister, Mykola Azarov, said the result showed confidence in the president's policies. Brushing off international criticism, he said: "To assert that the elections were not transparent, is to say that white is black."

Partial results from the Central Election Commission showed the Regions winning 116 of 225 constituencies; with a projected vote of 32 percent in party-list voting for the other half of the legislature, that would give it 196 seats.

With support from allies such as the communists and independents, the Regions appear certain to reach the 226 seats needed to form a majority.

The main, united opposition bloc, which includes Tymoshenko's Batkivshchyna (Fatherland), was in second place on the party-list vote and leading in 44 individual districts.

The Regions appeared to have fared well despite the government's unpopularity and Yanukovich's authoritarian image.

Many voters had made clear they were frustrated with the performance of the established political parties over the past few years. Corruption is a big concern in Ukraine and many of the 46 million Ukrainians face economic hardship.

SECRET OF SUCCESS

The Regions' success was due in part to increased state handouts and promises to enhance the status of the Russian language - an important pledge for Russian-speaking voters in the president's eastern home region and power base, who fear being at a disadvantage to native speakers of Ukrainian.

The introduction of constituency voting also favored Regions candidates, who could draw on state resources.

A big surprise came from the nationalist Svoboda (Freedom) party which, according to partial results, won almost 9 percent in the party-list voting. This means the movement, which has links with foreign far-right groups like France's National Front and is accused of anti-Semitism and homophobia, will have significant representation in parliament for the first time.

The unexpectedly strong showing by Svoboda - which is based in the Ukrainian-speaking west, pursues a strongly Ukrainian nationalist agenda and opposes attempts by the Regions to promote the use of Russian language - bolstered the ranks of an opposition which has been weakened by Tymoshenko's jailing.

The other new opposition wild card in parliament will be held by UDAR. Led by boxer Klitschko, under an acronym meaning "punch", the party was in fourth place behind the Regions, communists and the opposition bloc that includes Batkivshchyna.

Klitschko, the two-meter (6-foot-7)-tall WBC heavyweight champion, will now enter parliament at the head of his new party and could be a towering force in the assembly.

He has ruled out any post-election coalition with Yanukovich and says his party will team up with Arseny Yatsenyuk, who leads the united opposition in Tymoshenko's absence, as well as with other opposition groups, including Svoboda, headed by 43-year-old surgeon Oleh Tyahnybok.

But though all the opposition parties have attacked Yanukovich over corruption and cronyism, it is not a foregone conclusion that they can work together in parliament despite pledging to do so.

Kidnap industry funding Mali's 'gangster-jihadists'

TIMBUKTU, Mali -- A military helicopter arced through the dusty yellow haze and dropped onto the sand a few kilometers from Timbuktu on April 24, settling inside a ring of Islamists armed with AK-47s and anti-aircraft guns.

A general from neighboring Burkina Faso and a Swiss government aid worker emerged and joined an Islamist leader sheltering in a tent; they exchanged pleasantries over roasted goat and cans of fruit juice. About an hour later, after the Swiss official and Islamist leader had spent five minutes alone in the helicopter, a pickup truck arrived carrying Beatrice Stockly, a Swiss missionary who had been kidnapped nine days earlier.

"I don't know what they talked about, but soon after the Islamist left the helicopter, the hostage arrived," said a witness who was on the helicopter that whisked Stockly, who arrived wearing a veil, to freedom.

"The first thing that she did was remove the veil and eat a bar of Swiss chocolate."


Such exchanges -- usually secret -- lie at the heart of a multimillion dollar kidnap and ransom industry in West Africa's dry north. Governments, including the Swiss, deny paying ransoms, but deals are done, according to U.S. officials and Swiss government reports. Alongside networks smuggling everything from cigarettes to guns, people and drugs, they form a lucrative criminal economy that has helped drive this year's implosion in Mali, a state that has lost control of an area in its north bigger than France.

Flush with cash, al-Qaida-linked gunmen -- dubbed "gangster-jihadists" by French parliamentarians -- are now key players in a web of Islamists and criminal networks recruiting hundreds of locals, including children, and a trickle of foreign fighters. Among the shifting alliances, al-Qaida's North Africa wing, known as AQIM, has forged links with Malian Tuareg Islamists, and MUJWA, a group that splintered off from AQIM but still operates loosely with it.?

Islamic rule
The Islamists, who advocate a political ideology based on Islam, are trying to impose a strict form of Shariah law. At least three suspected criminals have been stoned to death or executed by firing squad in Mali while several others have had hands and feet amputated.

Almahamoud, a man from Ansongo who was accused -- wrongly, he says -- of stealing cattle, suffered an amputation in August. "They cut off my hand to make an example of me," he said. "They will continue mutilating people to impose their authority. I don't know how I will live with just one hand."

Traditional, moderate Islamic customs have been crushed. Music is banned, women cover themselves with veils and residents are flogged for smoking cigarettes or drinking alcohol. Ancient religious shrines central to the Sufi Islam practiced by many Malians have been smashed because they are deemed illegal by the hardliners.

The Islamists say they have been helped by the criminal economy -- including payments from the West.

"It is the Western countries that are financing terrorism and jihad through their ransom payments," said Oumar Ould Hamaha, who said he spoke on behalf of MUJWA. Referring to the various Islamist groups, he added: "We are separate but we all have the same aim, to fight for Islam."

For the region and the West, the challenge is to wrest back control of a vast desert area that, for now, is a safe haven for extremists and criminals. The stakes are high. With large airplane runways in Gao, Timbuktu, Kidal and Tessalit under Islamist control, Mali's north threatens to become a free-for-all for traffickers and terrorists.

"Their common interest is the lack of a state," said a former senior Malian intelligence official when asked to explain the relationships between AQIM, which has moved from peripheral to powerful force in the region, and other Islamist groups and criminal networks. "Fundamentally that is what links these people."

Ransom millions
The Sahara's modern-day ransom industry has its roots in February 2003, when a group of 32 European tourists were snatched in Algeria by the Salafist Group of Preaching and Combat, known as the GSPC. Some of the hostages were rescued by Algerian security forces, but the rest were freed after $5 million was paid by at least one European government, according to Stephen Ellis, an expert on organized crime and professor at the African Studies Centre in Leiden, the Netherlands, who has followed the Islamist group over the past decade.

"It set a precedent," said Ellis. The GSPC later declared allegiance to al-Qaida, changed its name to AQIM and turned its southern wing into a money-making operation. "They were back in business with that first round of payments," Ellis said.

In the years that followed, more than 20 other Westerners were kidnapped across the Sahel-Sahara band. Leaked cables from 2008 and 2009 from the U.S. Embassy in Mali's capital, Bamako, record sources telling diplomats that AQIM had offered to pay as much as $100,000 for captured Westerners, so long as they were not American, in the hope of extracting even higher ransoms. The gangster-jihadists knew Washington did not pay ransoms -- but that other countries did.

Western and regional security officials say kidnapping subsequently earned AQIM tens of millions of dollars, although no figures have ever been confirmed. Switzerland has come closest to indicating the sums involved, though still officially denying it has paid any ransoms.

A Swiss government report in 2010 confirmed the country had spent 5.5 million Swiss francs ($5.9 million) the previous year to free two hostages held in Mali. A separate parliamentary statement revealed that about 2 million francs went on paying Swiss staff involved in the operation. A spokesman for the department of external affairs declined to say where the rest of the money had gone.
"There is no hostage that has been released without a ransom. You have to be realistic," a senior West African official who has direct knowledge of hostage negotiations told Reuters. "The West has financed AQIM by paying ransoms for hostages."

The money has allowed the group to buy food, fuel, weapons and favor among local populations in remote zones of Mali's north. Fees have risen, too -- AQIM is currently demanding 90 million euros ($117 million) for the release of four French workers seized from a uranium mine in Niger in late 2010.

In Mali's north, residents have little doubt they are seeing the results of ransom payments. In August, rank-and-file members of MUJWA in the town of Gao were given large wads of cash soon after an Italian and two Spanish hostages were freed, according to two residents, both of whom had friends or contacts within the organization. One resident said the minimum payment was about $300.

Djibril Yalga, who repairs mobile and satellite telephones on a dusty street corner in Gao, said business was booming under Islamist rule and fighters with cash were ready to spend it to keep locals happy.

"Lots of people -- mostly gunmen -- come to charge their phones," he said, as Islamists perched nearby on pick-up trucks mounted with machineguns. "They pay well and seldom try and bargain. They let me keep the change."

Following the money
When a coup in March removed President Amadou Toumani Toure, it revealed a deep rot in a country once seen as a model of democracy for the region. Bamako had tried to run Mali's north through alliances with a local elite involved in criminality -- rather than by tackling long-standing issues -- and that accelerated the collapse as a power vacuum persisted.

AQIM's Sahara wing, led by two Algerians, Mokhtar Belmokhtar and Abou Zeid, has extended its influence partly through loose alliances. Its partners include Ansar Dine, a group of Tuareg-led rebels seeking to impose Shariah, and the Arab-dominated MUJWA, say both local and Western officials.

Money from criminal enterprises has enabled the Islamists to outgun rival rebel groups. "(The Islamists) can afford to pay people but we cannot," said Mohamed Attaher, a senior official with MNLA, a rebel group that kicked off an uprising in January but in June was pushed out of areas it had controlled by MUJWA.

The United Nations has evidence that Islamists enlisting children in Mali's north are paying their families a one-off fee of about $600 for each new young fighter, plus monthly payments of about $400, according to Ivan Simonovic, the U.N.'s assistant secretary-general for Human Rights.

Reuters journalists travelling in Islamist-held zones saw a handful of children in the ranks of the armed groups, some working as drivers while others, clad in khaki boubous (flowing robes) and black headbands, showed off how quickly they could take apart and reassemble their AK-47s. U.S.-based Human Rights Watch estimates hundreds of children, some as young as 12, have been recruited into the Islamists' ranks.

"There are young fighters -- our doors are open to everyone," said Ould Hamaha, the MUJWA spokesman. "If they are very young we will be able to train them. It is not a problem."

The drug connection
As well as ransoms, drug money is funding the rebels and terrorists. The Sahara has become a transit point not just for hashish but also for some of the Latin American cocaine and Afghan heroin destined for Europe. For those who know the desert, such as Mohamed, a young Arab-Tuareg from Timbuktu, the trade has been a bonanza.

Having ferried subsidized fuel from Algeria to sell at a profit in Mali's north, he was approached to switch to a more lucrative alternative: becoming a driver on cocaine runs.

Mohamed said loads of cocaine would be dropped in the desert and he would collect $3,000 per trip to ferry drugs to a given location. After several successful deliveries, he sometimes even got to keep the car.

"With this money I was able to organize three wedding ceremonies -- how could I have done this with the other job?" he said, speaking to Reuters in Timbuktu. "As for the security -- if you smuggle fuel and are arrested you face a fine and lose your product. With drugs, as we say in the trade, ?Someone else takes care of that.'"

Mohamed, who had shifted between smugglers and rebel groups, was referring to the common suspicions of complicity between some traffickers and civilian and military authorities in the north.

Similar accounts were repeated by others in the north, where new buildings, expensive cars and other ostentation hint at the money being made from drugs. In Gao, the biggest town in Mali's north, multistory Mediterranean-style villas surrounded by high, whitewashed walls and ornate gates have popped up amid the grinding poverty.

Ben Essayouti, secretary general of Timbuktu's branch of the Malian Human Rights League and a teacher, said: "People came in from the desert with suitcases full of cash. Sometimes the bank opened on holidays just for them."

Links between drug smugglers and Islamists, and the way in which funds are generated for AQIM, are more nuanced than in the ransom business. Hilary Renner, a spokeswoman for the U.S. Department of State, said of AQIM's role in the drugs trade: "They do not control the means of production but they do provide 'protection' and permissions for traffickers moving product through areas they control."

Traffickers arrested in Mauritania last year told authorities there that a convoy of hashish would have to pay $50,000 to pass through AQIM-controlled territory, according to a Western law enforcement official in the region.

But few people in Gao or Timbuktu now differentiate between criminals and jihadists. Essayouti said he had witnessed how the two cooperate. "When AQIM came into Timbuktu, we saw that they were together. The drug traffickers and AQIM look after each other."
Bamako-based diplomats and local residents in Gao say ties between traffickers and Islamists are even stronger in that town; they cited names of businessmen and local politicians allegedly connected to the drugs trade and now seen as cooperating with MUJWA. Ould Hamaha, who said he spoke for MUJWA, said the group had no links with drug traffickers.

The West?s dilemma
Reflecting frustrations with the ransoms that help finance terrorist groups, David Cohen, U.S. undersecretary for terrorism and financial intelligence, toured Europe in October to try and forge a common position on dealing with kidnappings. For many observers, however, the damage has already been done.

Regional and Western nations scrambling to resolve Mali's crisis are caught between mounting a hurried, and potentially ill-prepared, military operation, and the danger of giving the Islamists and their allies time to dig in.

As diplomats prepare a U.N. resolution to back military intervention, there is also talk of negotiations. The task is complicated by the array of allied players - Islamists, traffickers and some opportunistic youth - who, for now, see no advantage in bowing to Mali government control.

"It makes it more difficult as it is not clear how you have to approach them," said Pierre Lapaque, head of the U.N. Office on Drugs and Crime for West Africa.

To persuade groups to distance themselves from terrorism and organized crime, unsavory bargains may have to be made.
"In the short term, if the Malian government wants to win back the north, it will have to strike deals with some of these groups," said Wolfram Lacher, a researcher at the German Institute for International and Security Affairs. "The difficult question is how you stop ... their positions being strengthened."

China residents protest chemical factory expansion

BEIJING (AP) ? Thousands of people in an eastern Chinese city clashed with police during a protest over the proposed expansion of a petrochemical factory that they say would spew pollution and damage public health, townspeople said Saturday.

It was the latest in a string of protests in China this year over fears of health risks from industrial projects, as members of the rising middle class become more outspoken against environmentally risky projects in their areas.

Past protests have targeted a coal-fired power plant in southern China, a waste-water pipeline in eastern China, and a copper plant in west-central China.

The Zhenhai district government in Zhejiang province's Ningbo city said in a statement Saturday that "a few" people disrupted public order by staging sit-ins, unfurling banners, distributing fliers and obstructing roads. It said the proposed project is under evaluation and the public has opportunities to offer its input.

Zhenhai police said protesters threw rocks and bricks at officers Friday and that police dispersed illegal gatherings to restore the flow of traffic.

Residents, however, said the protests involved thousands of people and turned violent after authorities used tear gas to dispel the crowds and arrested participants.

"It started with a peaceful petition but turned into a citywide riot," said a local resident who gave only his family name, Ren, because he had come under police watch. He said he was called in by police over his frequent online postings about the project, which would produce chemicals such as ethylene and paraxylene.

Ren said the protest intensified Friday when young residents returned home for the weekend. He said 4,000 to 5,000 people blocked major road entrances to the district and that the public grew angry when police arrested three college students and used tear gas on the crowds.

He said demonstrators overturned a car, and some smashed the door of a fire truck that arrived to hose off leaked gasoline as well as to disperse protesters.

Thousands of protesters stormed a local police station, where they demanded the release of the students and a dialogue with district officials. Ren said the protesters also went to a traffic police compound, where they overturned police vehicles and private cars.

He said riot police moved in form a shield to guard the traffic police compound and that protesters threw rocks and water bottles at the riot police.

Later Friday night, police began beating protesters and passers-by with batons, Ren said.

On Saturday, people gathered in a large public square in Ningbo and shouted slogans against the project, Ren said. Many were taken away by police, he said.
